Changes to Cabinet and Other Appointments (May 2025)
Prime Minister and Minister for Finance Lawrence Wong announced his new Cabinet line-up, and other appointments, on 21 May 2025.
The Prime Minister has announced his Cabinet line-up and other appointments. Six officeholders will retire; four will be promoted; and nine new officeholders will be appointed. The Annex A_Cabinet Appointments 2025 pdf (pdf, 146.67KB) lists all the appointments, with the changes highlighted below. All appointments will be effective from 23 May 2025 unless otherwise stated.
Retirement
Mr Heng Swee Keat, Mr Teo Chee Hean, Dr Ng Eng Hen, Dr Maliki Osman, Mr Heng Chee How and Dr Amy Khor will be retiring. The Prime Minister thanks them for their many years of service and contributions across multiple portfolios.
Promotions
Associate Professor Faishal Ibrahim, Mr Murali Pillai and Ms Sun Xueling will be promoted to Senior Ministers of State.
Mr Baey Yam Keng will be promoted to Minister of State.
Appointment of Coordinating Ministers, and Ministers
Mr K Shanmugam will be appointed Coordinating Minister for National Security. He will continue as Minister for Home Affairs and will relinquish his appointment as Minister for Law.
Mr Chan Chun Sing will be appointed Coordinating Minister for Public Services. He will also be appointed Minister for Defence and will relinquish his appointment as Minister for Education.
Mr Ong Ye Kung will be appointed Coordinating Minister for Social Policies. He will continue as Minister for Health and Minister-in-charge of Ageing Issues.
Mr Desmond Lee will be appointed Minister for Education and will relinquish his appointment as Minister for National Development. He will remain as the Minister-in-charge of Social Services Integration in the Ministry of Social and Family Development.
Mr Edwin Tong will take over Mr K Shanmugam as Minister for Law and will be appointed as Second Minister for Home Affairs. He will relinquish his appointment as Minister for Culture, Community and Youth. He will continue as Deputy Chairman of the People’s Association.
Dr Tan See Leng will be appointed as Minister-in-charge of Energy and Science & Technology in the Ministry of Trade and Industry. He will remain as the Minister for Manpower.
Mr Chee Hong Tat will be appointed Minister for National Development. He will relinquish his appointment as Minister for Transport and Second Minister for Finance.
Other Appointments
Associate Professor Faishal Ibrahim will be appointed Acting Minister-in-charge of Muslim Affairs.This is in addition to his appointment as Senior Minister of State in the Ministry of Home Affairs. He will relinquish his appointment in the Ministry of National Development.
Ms Sim Ann will be appointed Senior Minister of State in the Ministry of Home Affairs. She will continue in the Ministry of Foreign Affairs but will relinquish her appointment in the Ministry of National Development.
Dr Janil Puthucheary will be appointed Senior Minister of State in the Ministry of Education and the Ministry of Sustainability and the Environment. He will relinquish his appointments in the Ministry of Digital Development and Information and the Ministry of Health.
Dr Koh Poh Koon will be appointed Senior Minister of State in the Ministry of Health. He will continue in the Ministry of Manpower but will relinquish his appointment in the Ministry of Sustainability and the Environment.
Mr Zaqy Mohamad will be appointed Senior Minister of State in the Ministry of Sustainability and the Environment. He will continue in the Ministry of Defence but will relinquish his appointment in the Ministry of Manpower.
Mr Tan Kiat How will be appointed Senior Minister of State in the Ministry of Health. He will continue in the Ministry of Digital Development and Information but will relinquish his appointment in the Ministry of National Development.
Ms Sun Xueling will be appointed Senior Minister of State in the Ministry of National Development and the Ministry of Transport. She will relinquish her appointments in the Ministry of Home Affairs and the Ministry of Social and Family Development.
Ms Gan Siow Huang will be appointed Minister of State in the Ministry of Foreign Affairs and the Ministry of Trade and Industry. She will relinquish her appointments in the Ministry of Education and the Ministry of Manpower.
Mr Alvin Tan will be appointed Minister of State in the Ministry of National Development. He will continue in the Ministry of Trade and Industry but will relinquish his appointment in the Ministry of Culture, Community and Youth.
Mr Baey Yam Keng will be appointed Minister of State in the Ministry of Culture, Community and Youth and the Ministry of Transport. He will relinquish his appointment in the Ministry of Sustainability and the Environment.
Mr Eric Chua will be appointed Senior Parliamentary Secretary in the Ministry of Law. He will continue in the Ministry of Social and Family Development but will relinquish his appointment in the Ministry of Culture, Community and Youth.
Mr Shawn Huang will be appointed Senior Parliamentary Secretary in the Ministry of Manpower. He will continue in the Ministry of Finance but will relinquish his appointment in the Ministry of Education.
New Political Officeholders
Mr David Neo will be appointed Acting Minister for Culture, Community and Youth. He will also be appointed Senior Minister of State in the Ministry of Education.
Mr Jeffrey Siow will be appointed Acting Minister for Transport. He will also be appointed Senior Minister of State in the Ministry of Finance.
Mr Dinesh Vasu Dash will be appointed Minister of State in the Ministry of Culture, Community and Youth and the Ministry of Manpower.
Mr Desmond Choo will be appointed Minister of State in the Ministry of Defence. He will continue in the National Trades Union Congress.
Ms Jasmin Lau will be appointed Minister of State in the Ministry of Digital Development and Information and the Ministry of Education.
Mr Goh Pei Ming will be appointed Minister of State in the Ministry of Home Affairs and the Ministry of Social and Family Development.
Mr Zhulkarnain Abdul Rahim will be appointed Minister of State in the Ministry of Foreign Affairs and the Ministry of Social and Family Development.
Ms Goh Hanyan will be appointed Senior Parliamentary Secretary in the Ministry of Culture, Community and Youth and the Ministry of Sustainability and the Environment.
Dr Syed Harun Alhabsyi will be appointed Senior Parliamentary Secretary in the Ministry of Education and the Ministry of National Development.
Mayors
Mr Baey Yam Keng will be appointed Mayor of North East District.
Mr Dinesh Vasu Dash will be appointed Mayor of South East District.
Swearing-in Ceremony
The swearing-in ceremony for the Ministers, Senior Ministers of State and Ministers of State will be on 23 May 2025 (except for those who will be appointed at a later date). The swearing-in ceremony for the Senior Parliamentary Secretaries will be held on another date.
