Appointment of Supreme Court Judges (Sep 2026)

The President of the Republic of Singapore, in accordance with Article 95(1) of the Constitution, has appointed Justice Hoo Sheau Peng (符晓平法官), currently Judge of the High Court as Justice of the Court of Appeal, and Mr Goh Yihan, SC (吴亦涵) as Judge of the Appellate Division with effect from 1 October 2026.

Justice Hoo Sheau Peng was appointed Judicial Commissioner on 30 September 2014 and subsequently High Court Judge on 30 September 2017.

A President’s Scholar, she graduated with a Bachelor of Arts (Honours) (Class I) from the University of Cambridge in 1992. She also holds a Master of Laws (Intellectual Property and Technology) from the National University of Singapore (NUS) and a Master in Public Management from the Lee Kuan Yew School of Public Policy, NUS.

Justice Hoo began her career as a Justices’ Law Clerk, and was with the Singapore Legal Service for more than 20 years. From 2008 to 2011, she served as Principal District Judge and Registrar of the Subordinate Courts (renamed as State Courts in 2014). From 2011 to 2014, she served as Deputy Chief Counsel (Advisory and Administration) of the Civil Division of the Attorney-General’s Chambers and Deputy Chief of Staff of the Singapore Legal Service.

On the Bench, Justice Hoo heard criminal, family and public law cases. She also dealt with a range of civil matters, on areas of law such as company, insolvency, trusts and intellectual property. 

Since 1 September 2023, Justice Hoo has been the Judge-in-Charge of the General Division of the High Court, assisting in its administration. Her other roles include being a governor of the Singapore Judicial College, a member of the Sentencing Advisory Panel, and a member of the Advisory Board of the SMU Yong Pung How School of Law. 

Mr Goh Yihan, SC

Mr Goh Yihan, SC, graduated with a Bachelor of Laws (1st Class Honours) from the National University of Singapore (NUS) Faculty of Law in 2006 as the valedictorian and obtained his Master of Laws from Harvard University in 2010. Mr Goh was called to the Singapore Bar in 2011 and was appointed Senior Counsel in January 2021. He served as a Justices’ Law Clerk and subsequently as Assistant Registrar at the Supreme Court from 2006 to 2008. 

Mr Goh joined the NUS Faculty of Law in 2008 and was appointed Assistant Professor in 2011. He joined the Singapore Management University (SMU) Yong Pung How School of Law in 2014 as an Associate Professor of Law and was appointed Dean in 2017. He was subsequently appointed Professor of Law in 2019.

On 1 July 2022, he was appointed Judicial Commissioner of the Supreme Court. He was appointed Judge of the High Court on 1 October 2023. 

Mr Goh was appointed and assumed office as Deputy Attorney-General on 1 January 2025. In this role, he oversees the work of the Civil Division of the Attorney-General’s Chambers and the Advocacy Group. He also oversees the work of the International Legal Cooperation Team, which is part of the Crime Division.

With these appointments, the Supreme Court will have a total of 32 Judges (including the Chief Justice, four Justices of the Court of Appeal, five Judges of the Appellate Division, 16 Judges of the High Court, one Judicial Commissioner, and five Senior Judges) and 26 International Judges.
