The President of the Republic of Singapore, on the advice of the Prime Minister has appointed Judicial Commissioner (JC) Hoong Seng Lei Vincent (洪承利) as a Judge of the High Court and appointed Mr Mohan S/O Ramamirtha Subbaraman as a Judicial Commissioner of the Supreme Court of Singapore from 3 January 2020.

The President of the Republic of Singapore, on the advice of the Prime Minister has appointed Judicial Commissioner (JC) Hoong Seng Lei Vincent (洪承利) as a Judge of the High Court from 3 January 2020 under Article 95(1) of the Constitution.

JC Hoong joined the Legal Service in 1984 and held positions in both the Judiciary and Legal Service. He was a Magistrate and a District Judge in the then Subordinate Courts from April 1984 to August 1997. From September 1997 to May 2001, he managed the Singapore Land Registry at the Ministry of Law, before being seconded to the Singapore Land Authority as its Deputy Chief Executive and Chief Legal Officer and finally as Chief Executive from May 2009 to Mar 2015. JC Hoong assumed the position of Registrar of the Supreme Court on April 2015. He was appointed JC of the Supreme Court for a period of one year on 10 April 2019.

The President of the Republic of Singapore, on the advice of the Prime Minister has also appointed Mr Mohan S/O Ramamirtha Subbaraman as a Judicial Commissioner of the Supreme Court of Singapore under Article 95(4) (a) of the Constitution from 3 January 2020 for a period of two years.

Mr Mohan graduated in 1992 with a Bachelor of Laws (2nd Class Upper Honours) from the National University of Singapore and was called to the Singapore Bar in 1993. He is currently the Managing Director of Resource Law LLC.

Mr Mohan specialises in maritime, shipping and international trade disputes. He was among the first select group of legal practitioners to be accredited as Senior Accredited Specialist in Maritime and Shipping law in 2019 by the Singapore Academy of Law. He is on the panel of arbitrators of the Singapore Chamber of Maritime Arbitration and is also a Fellow of The Singapore Institute of Arbitrators.

Apart from maritime, shipping and international trade disputes, Mr Mohan has also acted as counsel in contentious commercial matters involving employment law, shareholders disputes and insolvency.

With the above appointments, the Supreme Court will have a total of 24 Judges (including four Judges of Appeal and the Chief Justice), four JCs, four Senior Judges and 18 International Judges. The swearing-in ceremony for both appointments will take place on 3 January 2020 at the Istana.
