Mr Tan Gee Paw is a visionary whose contributions have profoundly shaped Singapore’s water security, rail reliability and air hub competitiveness.
“Everything in Singapore must bend at the knee to ensure our water security,” said Singapore’s founding Prime Minister, Mr Lee Kuan Yew. Mr Tan was among a small group of dauntless public servants who helped achieve this vision. During his tenure as Chairman of PUB, Singapore’s National Water Agency, he fortified Singapore’s water security through bold and innovative initiatives. He championed large-scale water recycling efforts such as NEWater and oversaw the development of critical long-term infrastructure projects, including the iconic Marina Barrage.
As Chairman of Changi Airport Group (CAG), Mr Tan steered the organisation through the COVID-19 pandemic. His astute leadership ensured that Changi Airport remained focused on its core mission as an air hub, enabling its swift and full recovery post-pandemic. Under his guidance, CAG advanced innovation and sustainability initiatives, and enhanced operational efficiency. It also undertook significant infrastructure upgrades, including the Changi East project and the design of Terminal 5.
As Advisor to the Land Transport Authority and the Ministry of Transport, Mr Tan provided wise counsel on complex technical and system challenges. He was instrumental in uniting Singapore’s rail operators to achieve a shared rail reliability target.
For his seminal contributions to Singapore across a range of key fields, Mr Tan Gee Paw is conferred the Order of Nila Utama.

Professor Lui Pao Chuen served the Ministry of Defence with dedication and distinction for over four decades. As the founding Chief Defence Scientist, he spearheaded transformative advancements in Singapore’s defence capabilities and systems.
A strong proponent of systems thinking, Professor Lui continued to make impactful contributions in many fields beyond defence after his retirement – including urban planning and development, science and technology, and education. As Chairman of the Ministry of Finance’s Development Projects Advisory Panel, he provided strategic leadership in reviewing the cost-effectiveness of major public infrastructure projects, including Changi Airport Terminal 5, Tuas Port, and coastal protection systems.
As Chairman of the Singapore Nuclear Research and Safety Institute and the Public Utilities Board Project Evaluation Panel, he advanced Singapore’s expertise and research capabilities in nuclear science and water sustainability. At the Temasek Defence Systems Institute, he has taught and inspired generations of defence scientists and systems engineers. Professor Lui also served as Advisor to many ministries – including Home Affairs, National Development and Foreign Affairs – as well as the National Research Foundation.

3. LATE MR LIM TZE PENG

The late Mr Lim Tze Peng is an iconic figure in Singapore’s art history, revered for his pioneering contributions in Chinese ink painting and calligraphy.
Mr Lim’s distinctive “muddled writing” style and innovative infusion of colour into classical Chinese calligraphy revolutionised the art form. In his renowned "Old Singapore Series," Mr Lim masterfully chronicled Singapore’s heritage, capturing the essence of Chinatown and the Singapore River. These evocative works documented the nation’s transformation and deepened Singaporeans’ connection to their cultural roots.
A dedicated educator, Mr Lim balanced his artistic pursuits with his role as Principal of Xin Min School. In 2022, he founded The Art Abode: Lim Tze Peng Gallery, ensuring his works continue to inspire and educate future generations.
Mr Lim’s art has been showcased in venues worldwide, including the prestigious Saatchi Gallery and the Grand Palais. He was the first Singaporean artist to hold solo exhibitions at the National Art Museum of China and Liu Haisu Art Museum.
For his exceptional contributions to Singapore’s visual arts, the late Mr Lim Tze Peng is awarded the Distinguished Service Order (Posthumous).

4. MR CHAN HENG KEE

As Permanent Secretary (Defence), Mr Chan Heng Kee has played a key leadership role advancing our national defence interests and capabilities.
He strengthened bilateral defence partnerships and elevated Singapore’s contributions to multilateral defence platforms. Mr Chan was instrumental in establishing the SAF’s Digital and Intelligence Service and driving reviews of National Service policies and services to enhance the contributions and experiences of national servicemen. Under his leadership, Total Defence was reshaped and Exercise SG Ready was introduced to better prepare Singaporeans for crises and disruptions.
In his previous appointment as Permanent Secretary (Health), Mr Chan led the reorganisation of public healthcare into three integrated regional health clusters and oversaw the development of the national CareShield Life scheme. Earlier, at the Ministry of Social and Family Development, he established Social Service Offices and the Early Childhood Development Agency.

5. MR JANADAS DEVAN

As Deputy Secretary at the Prime Minister’s Office and the inaugural Chief of Government Communications, Mr Janadas Devan has redefined public sector communications.
He steered whole-of-government coordination, established a 24/7 national operations centre, and advanced capabilities in research and data analytics. A staunch advocate of education and training, he founded the Academy of Public Communications and Engagement to equip public officers with essential communication skills. His leadership in government communications was instrumental in maintaining public trust during the COVID-19 pandemic.
Mr Devan’s contributions extend to policy research and thought leadership. As Director of the Institute of Policy Studies, he transformed the Singapore Perspectives conference into Singapore’s premier policy forum and launched the prestigious S R Nathan Fellowship. As Chair of the Singapore International Foundation, he has deepened global partnerships and networks.

6. MS EULEEN GOH YIU KIANG

As Chairman of SATS Ltd, Ms Euleen Goh Yiu Kiang played a pivotal role strengthening Singapore’s position as a leading aviation hub.
Her visionary leadership contributed to service excellence, resilience and sustained growth at SATS and Changi Airport. During the COVID-19 pandemic, she exemplified Singapore’s tripartite spirit by working closely with Government, industry, and unions to safeguard vital services and supply chains. Her strong stewardship enabled Changi Airport to emerge stronger from the pandemic.
Beyond aviation, Ms Goh has made significant contributions in education. As founding Chairman of Northlight School’s Board of Governors, she championed pathways for students who thrived in hands-on, applied learning environments. She also served as Chairman of Singapore Chinese Girls’ School’s Management Committee and Rector of Cinnamon College at the National University of Singapore.

7. DR NOELEEN HEYZER

Dr Noeleen Heyzer was the first Singaporean and Southeast Asian woman to serve as Under Secretary-General at the United Nations (UN).
Over the course of more than two decades of distinguished service at the UN, Dr Heyzer made significant contributions in advancing women's rights, peacebuilding, and sustainable development. As Executive Secretary of the UN Economic and Social Commission for Asia and the Pacific (ESCAP), she shaped regional policies in sustainable development and drove cooperation in disaster response, climate resilience, and social equity. Her tenure as Executive Director of the UN Development Fund for Women (UNIFEM) was marked by the adoption of UN Security Council Resolution 1325 on Women, Peace and Security, and the establishment of the UN Trust Fund to End Violence Against Women. She has also served as the UN Special Envoy on Myanmar and Special Advisor for Timor Leste.

8. MR HOONG WEE TECK

As Commissioner of Police, Mr Hoong Wee Teck provided visionary leadership to the Singapore Police Force (SPF) and raised Singapore’s standing as one of the world’s safest countries.
During his tenure, the SPF achieved record low crime rates, even as it navigated complex challenges such as the rising threat of transnational cybercrimes and the evolving terrorism threat. Mr Hoong spearheaded transformative initiatives, including the establishment of SPF’s Anti-Scam Command and Emergency Response Teams to address the challenge of scams, as well as the adoption of technological solutions to enhance operational effectiveness. His commitment to innovation has positioned SPF as a global leader in technology-enabled policing. Mr Hoong also strengthened community partnerships and fostered strong overseas collaborations. Under his leadership, the SPF has earned the trust of Singaporeans and solidified its international reputation.

9. DR SUDHA NAIR

Dr Sudha Nair is a pioneering social worker and inspirational teacher whose contributions have transformed Singapore’s social work landscape.
Starting her career at the then-Ang Mo Kio Family Service Centre, she went on to establish the Centre for Promoting Alternatives to Violence (or PAVE) in 1999. Under her leadership, PAVE introduced many innovative and impactful initiatives, including establishing Singapore’s first integrated specialist centre that addresses family violence, child protection, and sexual abuse.
As an Assistant Professor at the National University of Singapore’s Department of Social Work, Dr Nair inspired and mentored many generations of young social workers. Her distinguished public service also included roles as an Alternate Member of the Council of Presidential Advisers and a Member of the Public Service Commission.
For her groundbreaking contributions in social work, unwavering advocacy against family violence, and exemplary service to the nation, Dr Sudha Nair is awarded the Meritorious Service Medal.

10. USTAZ PASUNI BIN MAULAN

Ustaz Pasuni Bin Maulan has dedicated decades of service to the Muslim community, strengthening its institutions and uplifting its members.
A member of the Asatizah Recognition Board since 2007 and its Chairman since 2023, he played a pivotal role in establishing the Asatizah Recognition Scheme and advancing Continuing Professional Education for religious teachers. As Chairman of the Madrasah Aljunied Al-Islamiah Management Committee, Ustaz Pasuni guided the madrasah to achieve International Baccalaureate world school status.
As Vice Chairman of Tentera Di Raja Mosque, Ustaz Pasuni initiated the 'Mudik Ke Hulu' programme to provide critical outreach to youths-at-risk. A Kadi with over five decades of service, he transformed ‘Bersamamu’ from a grassroots effort into a nationwide programme offering marriage and parenting guidance, benefitting nearly 30,000 Muslim couples.

11. MR DAVINDER SINGH SC

Mr Davinder Singh SC has shaped Singapore’s legal and arbitration landscape over four decades.
As Chairman of the Singapore International Arbitration Centre (SIAC) since 2016, he has been instrumental in elevating SIAC to global prominence. Under his visionary leadership, SIAC has emerged as one of the world’s most preferred arbitral institutions, recognised for its international reach, thought leadership, and innovative practices.
A renowned Senior Counsel and a member of the Singapore Academy of Law Senate, Mr Singh has also championed Singapore’s standing as a global legal hub. His commitment to justice is exemplified by his service as counsel under the Legal Assistance Scheme for Capital Offences. Through his extensive contributions, he has advanced jurisprudence, enhanced access to justice, and elevated Singapore’s international legal stature.

During his more than three decades of distinguished service in the Public Service, Mr Tan Tee How has held many senior leadership appointments, including as Permanent Secretary at the Ministry of National Development and the Ministry of Home Affairs, Commissioner of Inland Revenue, and founding Chief Executive Officer of the then-National Healthcare Group.
After his retirement, Mr Tan served as Chairman of the Gambling Regulatory Authority (GRA). He transformed the then-Casino Regulatory Authority into the GRA, striking a balance between safeguarding Singaporeans from gambling-related harm and harnessing the social and economic benefits of regulated gambling activities. As Chairman of NHG Health, Mr Tan has spearheaded transformative initiatives that have strengthened governance, risk management, and succession planning under the ONE NHG vision. He has also identified areas for alignment in the larger public healthcare system for efficiency gains and other benefits.

Mr Tan Kiat Pheng made significant contributions to Singapore’s safety and security, and the justice system. Throughout his career, he demonstrated an unwavering dedication to bring offenders to justice. As the Chief Prosecutor leading the Attorney-General’s Chambers’ (AGC) Crime Division, Mr Tan implemented important initiatives which deepened AGC’s capabilities and strengthened its ability to prosecute offences effectively. He led many significant corruption, commercial crime and money laundering prosecutions.

Mr Toh Han Li made significant contributions to Singapore’s legal and judicial system. As Principal District Judge of the Criminal Courts at the State Courts, he oversaw the Trial & Mentions Courts and presided over challenging cases. Beyond the Judiciary, he has also contributed his expertise and experience to the Monetary Authority of Singapore as Chairperson of its Appeals Advisory Panel, and to the inter-agency Sentencing Advisory Panel as a Panel member.

Brigadier-General (BG) Choo Wei Yee, Frederick has served with distinction in his military career. As Deputy Secretary (Policy), BG Choo advanced Singapore’s defence interests, steered our defence diplomacy, and oversaw multilateral initiatives such as the Shangri-La Dialogue. As Chief of Staff (Joint Staff), he developed plans for the transformation of the Singapore Armed Forces’ warfighting concepts and drove impactful organisation-wide innovation and digitalisation initiatives.
